Dear students!
We kindly remind you that all international students must undergo mandatory procedures of medical examinations, fingerprinting, and photographing (MEFP)*. Moreover, you should prolong your migration card (for visa-free students) and migration registration by addressing your dormitory passport officer.
❗️ Please undergo the MEFP as soon as possible. Without completing these actions, it will not be possible to extend your temporary stay. Otherwise, there may be serious consequences:
- disciplinary action;
- fine (up to 40,000 rubles);
- inclusion in the RCL (Register of Controlled Persons);
- ban on entering the Russian Federation;
- explsion from the country.
To avoid any risks or complications, please complete all necessary procedures in a timely manner.
Support measures from HSE University include the opportunity to undergo a medical examination at HSE's expense for first-year international students and the reservation of slots for centralized examinations for seniors (2nd year of studies and above).
➡️ For first-year students: In 2025, HSE University signed a contract with City Polyclinic No. 5 of the Moscow Department of Health, under which adult foreign citizens who enrolled in the 1st year of study on a full-time basis in 2025 under the quota of the Government of the Russian Federation can undergo a medical examination at the expense of HSE University. ➡️ For senior students (2nd year of studies and above):
- What? Annual mandatory medical examination
- For whom? International students in their second year of studies and above
- Where? Moscow Scientific and Practical Center of Dermatovenereology and Cosmetology of the Moscow Health Department, 17 Leninsky Prospekt, Moscow
- When? Every day on business days, starting from November 19, 2025. 08:00 - 11:00.
- Payment terms. At the student's expense, 6800 rubles (payment by card or cash)
- Required documents. Students must have the following documents with them: a) passport + copy of the passport, b) passport translation + copy of the passport translation, c) migration card + copy of the migration card, d) registration + copy of the registration
- Conditions of attendance. The number of places is limited: 30 people per day, so registration is required.

Important! A volunteer or an employee of the HSE University will stay at the clinic to help and navigate you. We ask you to provide assistance to the representatives of the University and the staff of the clinic.
Important! Obligatory steps after completion of the procedures:
- To obtain the necessary documents confirming the completion of the mandatory procedures, please visit the clinic again in person one week later.
- Make sure that the data is entered into the database of the Ministry of Internal Affairs. To do this, visit the local Migration Affairs Office of the Russian Federation Ministry of Internal Affairs with jurisdiction over the address where you are staying and officially registered OR the representative office of State Budgetary Institution (SBI) Migration Centre at the following address: 18 Ulitsa Bakhrushina, Bldg. 1, Moscow. If needed, you can ask to add your data right on site. There is a fee for the service.
- Upload the scans (photos) of the received documents to the HSE App X mobile application (“Migration Centre” section) for the HSE University’s internal databases

* The following individuals are exempt from undergoing mandatory MEFP:
- citizens of the Republic of Belarus;
- members of the families of officials of international organisations, as well as of employees of diplomatic and consular institutions in Russia;
- foreign citizens with dual citizenship, one of which is Russian citizenship;
- foreign citizens who hold a Russian temporary residence permit (in Russian: РВП, or RVP), a temporary residence permit for education (in Russian: РВПО, or RVPO), or a permanent residence permit (in Russian: ВНЖ, or VNZh);
- stateless persons who have received a temporary identification (ID) document;
- stateless persons as well as foreign citizens who have been deemed refugees or have been granted temporary asylum in the Russian Federation.
