Transfer from the HSE University to another educational institution for students studying under full scholarship provided by the Government of the Russian Federation
Main information
International students receiving full scholarship provided by the Government of the Russian Federation may transfer to HSE University from another institution if their new programme belongs to the same group of fields of study or specializations* (they may choose a programme in the same field of study or any other field of study).
Transfer is possible only with the written consent of the Ministry of Education and Science of the Russian Federation.
* Example: If you are pursuing a programme in Economics, which belongs to the field of study 38.03.01 Economics, you may transfer to another degree programme that falls within the same range of fields of study as your current programme, i.e. starting from 38.00.00. This means you will not be able to transfer to a degree programme in Design, whose field of study is 54.03.01.
Timeframe for transfers
In accordance with the requirements of the Ministry of Education and Science of the Russian Federation, students can transfer to a different field of study (within one group of fields of study or specializations), while retaining scholarship provided by the Government of the Russian Federation, in the third quarter of the calendar year.
Required documents
To initiate the transfer, please prepare the following documents:
1. Transfer application
2. Scan of the direction for education (in Russian: Направление на обучение) issued by the Ministry of Education and Science of the Russian Federation
3. Letter of application from the country that sent you to study in Russia (embassy of the country that sent you to Russia or Rossotrudnichestvo Representative Office in your country of citizenship)
4. Passport copy and its notarized translation into Russian
5. Copy of you visa (if available)
6. Letter of consent from the educational institution you plan to transfer to, confirming their readiness to accept you for study
7. Letter of consent from HSE University
8. Your transcript with grades
9. Your academic credentials: a high school diploma or a Bachelor's diploma (if you want to transfer to a Master's programme)
10. Certificate of recognition of foreign academic credentials (if your diploma was awarded outside of Russia)
Procedure for transferring from HSE University to another educational institution
Choose an educational institution for transfer
Contact the representatives of the educational institution you plan to transfer to in order to clarify the application deadlines for transfer, the transfer procedure, and to obtain a letter of consent confirming your admission.
Fill in a transfer application and send it to your current programme manager and academic supervisor
From your corporate email address, send a letter with a completed scanned copy of the application for transfer to another educational organization to both the academic supervisor and programme manager of your current educational programme to obtain their signature and decision regarding the transfer.

Obtain a letter of consent from HSE University for transferring to another educational institution
From your corporate email address, you need to send a letter with a scanned copy of the transfer application signed by yourself, the manager, and the academic supervisor of your current educational programme at HSE University to Natalia Podmostok, Project Team Manager of the Department of Internationalisation, at npodmostok@hse.ru, in order to receive a letter of consent from HSE University for transferring to another educational institution.
It takes approximately one week to prepare the HSE University's letter of consent.
A scan of the letter will be sent as a reply to your corporate email address.

Wait for the decision regarding your transfer from the Ministry of Education and Science of Russian Federation
A manager of the Department of Internationalisation will create and send a request regarding your transfer to the relevant department of the Ministry of Education and Science of the Russian Federation.
The transfer order can be issued only after receiving a positive response from the Ministry of Education and Science of Russia.
