SIM card circulation

As of 1 January 2025, the new regulation of SIM card circulation
provides for the specifics of selling SIM cards to foreign citizens and stateless persons

For registration / reissuance of SIM cards from 01.01.2025 prepare the necessary documents and data

1. E-mail
2. Identity document
   - For a foreigner: passport of a foreign citizen
   - For a stateless person: temporary residence permit / residence permit / refugee certificate / certificate of temporary asylum on the territory of the Russian Federation
3. Notarised translation of the passport of a foreign citizen
4. To obtain it, apply to:
   - to a notary - have the document translated by a translator recommended by the notary and have it certified
   - to a translation agency
5. SNILS
6. Confirmed account on Gosuslugi.ru (State Services)
7. Confirmed biometrics
8. IMEI - number of your device
9. Check the number of active SIM cards

To issue a new SIM card or re-issue an old one, go to the office of your mobile operator:

1.  with your passport and its notarised translation into Russian or a document proving the identity of a stateless person
2.  SNILS
3.  confirmed account on Gosuslugi.ru (State Services)
4.  confirmed biometrics
5.  e-mail address to which you have access
6.  IMEI of the device in which you plan to use the SIM card

Study and sign the drawn up agreement. Activate the SIM card at the operator's office or by yourself on Gosuslugi.ru.
