Instructions for medical examination, fingerprinting and photographing procedures for international students

Amendments to the Federal Law "On legal status of foreign nationals in Russian Federation" came into force on 29 December, 2021. The new provisions establish that foreign nationals (including international students) staying in Russia for more than 90 days must undergo medical examination.

The instructions below describe the procedure step by step:

1. Determine if you are required to undergo new procedures

Who is exempt from undergoing the new procedures?

  • Citizens of the Republic of Belarus;
  • Family members of international officials and employees of diplomatic and consular institutions in Russia;
  • Foreign nationals with dual citizenship, one of which is Russian;
  • Foreign nationals – holders of temporary or permanent residence permits. Please send scanned copies of your documents to migration-info@hse.ru or via the HSE App X.

Who is temporarily exempt from the new procedures?

International students who arrived before 29 December 2021 and have not left Russia are not required to undergo these procedures until they leave and then re-enter Russia.

Who must undergo the procedures?

All international students (except for the above categories) arriving or planning to arrive in Russia after 29 December 2021 to stay for more than 90 days must undergo medical examination, fingerprint registration and photographing. These procedures must be completed within 90 days from the date of arrival in Russia.

What is the deadline for the new procedures?

International students must undergo these procedures within 90 days from the date of arrival in Russia.

* The required procedures can be completed only in Russia.

In which order must the new procedures be completed?

The procedures must be completed in the following order:

1. Medical examination

2. Fingerprint registration and photographing

* It is possible to undergo fingerprinting and photographing procedures only after passing medical examination and obtaining the required documents.

Where is it possible to undergo the new procedures?

International students can undergo medical examination in the authorised medical institution "City Polyclinic № 3 of the Moscow Health Department" (22/26 Yermolaevsky Lane, Building. 1, Moscow). The service fee is 5,900 rubles. International students are to cover the costs of medical examination. Medical examination is required once a year.

* Underage international students can undergo medical examination in the Children's City Polyclinic №38 (2/1 Ulitsa 10-Letiya Oktyabrya).

Fingerprint registration and photographing can be done for free in the Migration Offices. The procedure is performed once regardless of the number of entries to Russia.

What are the risks if the new procedures are ignored?

The following penalties can be applied to those who have not completed the established procedures or failed to complete them on time: an administrative fine can be applied, or a period of your stay in Russia can be reduced.

Please note!

If you do not speak Russian, make sure to ask for help from someone who can accompany you to the clinic, the Migration Office and help you translate and fill in the documents in Russian.

3. Undergo medical examination

Please take the following steps:

Step 1: Prepare the required documents:

  • Passport + a copy of the biographical page with your photo;
  • Notarised Russian translation of your passport (the biographical page with your photo) + its copy;
  • Visa and its copy (for international students from visa required countries);
  • Migration card and its copy;
  • Migration registration and its copy;
  • Service fee of 5,900 rubles (preferably in cash).

Step 2: Visit the clinic

Visit City Polyclinic No. 3 (22/26 Yermolaevsky Lane, Building 1) during the office hours (Monday - Friday, 8:00 a.m. - 3:30 p.m.; prior registration is not required). Please take all the required documents and visit the polyclinic on an empty stomach.

  • Visit room 107 on the ground floor, submit the required documents, fill in the consent for personal data processing and medical intervention - you will then be issued a medical records card;
  • Take the medical records card, pay the service fee, go up to room 209, sign up the contract;
  • Undergo an X-ray, chemotoxicological test, blood test;
  • Visit room 107, submit the medical records card, note the date of your next visit to the polyclinic.

* Underage international students can undergo medical examination in the Children's City Polyclinic No. 38 (2/1 Ulitsa 10 Letiya Oktyabrya).

Step 3. Visit the clinic again

Visit City Polyclinic No. 3 again on the appointed date and time (3-4 working days later):

  • Visit room 107 on the ground floor and obtain your medical records card;
  • Undergo examination by medical specialists: a TB specialist, a dermatologist, an infectious disease specialist. Depending on the results of your medical tests, you may be required to see other specialists;
  • When you have completed all the procedures, go to room 107 and obtain the results of medical examination (medical certificate, HIV certificate, addiction psychiatrist report).

Step 4: Inform HSE University

Send the scanned copies of your medical examination certificate to the email address isdocuments@hse.ru within 1 day after receiving your results. Put "Medical Examination Documents" in the subject of your email.

4. Undergo fingerprint registration and photographing

Please complete the following steps:

Step 1: Prepare the required documents:

  • Passport and its notarised copy translated into Russian (the biographical page with your photo). The copy translated into Russian must be stitched together with the copy of your original passport;
  • Visa and its copy (for international students from visa required countries);
  • Migration card and its copy;
  • Migration registration and its copy;
  • Medical examination results (medical certificate, HIV certificate, addiction psychiatrist report).

Step 2: Choose the Migration Office

Depending on your place of residence, choose the Migration Office.

If you live in an HSE dormitory or the Student Housing Office accommodation, please contact a passport officer or HSE Visa and Registration Centre to clarify information about migration offices.

If you rent your accommodation, you should visit the local Migration Office in your neighborhood. You may ask your landlord for the address of the local Migration Office.

Step 3: Visit the Migration Office and undergo the procedures

  • During the office hours, visit the Migration Office and undergo the fingerprinting registration and photographing;
  • Receive the document confirming the procedure (a plastic card).

Step 4. Inform HSE University

Send a scanned copy of the confirmation document to the email address isdocuments@hse.ru within 1 day after receiving the card. Put " Fingerprinting and photographing document" in the subject of your email.

5. Inform HSE University when you have completed all the procedures

When you have completed all the procedures, inform HSE University and send the scanned copies of all the documents received to isdocuments@hse.ru.
